Draft Treasurer's report as of 2017-12

Hi, 

okay, i found two errors on those reports:
a) PayPal shows up as credit instead of debit.
b) i generated some new project (means: some transactions are marked to
the wrong project.

I will fix that the next days, it seems both to be an error in the
Paypal importer we have.

Note to myself: better do not send reports at 3AM again.
