error in paypal accounting

Hi All,

There was an error in the script that generated the paypal donation
information for ledger in the recently generated accounts. It resulted
in the paypal fee being taken out twice. Zobel and I think we have it
fixed now and updated accounts should be correct when they are generated.

Many thanks to Crofton on #spi for noticing the discrepancy.
